Ukraine's National Security and Defence Council backed the declaration of a state of emergency. What does it imply

Except for two semi-occupied oblasts, Donetsk and Luhansk, the National Security and Defence Council agreed to declare a state of emergency throughout the country. 

Alexei Danilov, Secretary of the National Security and Defence Council, made the announcement.

"There was talk of declaring a state of emergency. This topic was the subject of heated debate. Our decision was made following our laws. The Verkhovna Rada must approve it within 48 hours. Today I will present a report to the Council on this subject", - he said. 

The state of emergency is introduced by a separate presidential decree, after which it must be approved by the Verkhovna Rada. If necessary, the state of emergency may be extended by the President of Ukraine, but not for more than 30 days.

The declaration of a state of emergency includes the following provisions: 

  1. Establishment of a special regime of entry and exit, as well as restrictions on freedom of movement in the territory where the state of emergency is imposed;
  2. restrictions on the movement of vehicles and their inspection;
  3. strengthening the protection of public order and facilities that ensure the livelihood of the population and the national economy;
  4. prohibition of holding mass events, except for events prohibited by a court;
  5. prohibition of strikes;
  6. compulsory alienation or seizure of property from legal entities and individuals.

What is known

  • Rada proposes to impose sanctions against deputies of the State Duma of Russia, who initiated the recognition of L / DPR.
