Fourth in history. Zelensky initiated the summit of the Budapest Memorandum

President Volodymyr Zelensky instructed the Ministry of Foreign Affairs of Ukraine to convene international consultations between the signatory states of the Budapest Memorandum, which guaranteed security to Ukraine in exchange for the renunciation of nuclear weapons.

He made this statement during a speech at the Munich Security Conference.

This is the fourth such initiative in Ukraine's history. Zelensky stressed that if the relevant summit of the signatory states does not take place or the countries do not provide security guarantees to Ukraine, Kyiv will declare the 1994 memorandum invalid.

Earlier, on February 15, three presidents of Ukraine - Leonid Kravchuk, Leonid Kuchma and Viktor Yushchenko - addressed the signatories of the Memorandum of Security Guarantees in connection with Ukraine's accession to the Treaty on the Non-Proliferation of Nuclear Weapons (Budapest Memorandum). They called on the signatory states to take concrete steps to deter Russia and stressed that now was "a crucial moment when it can still be proved that the Budapest Memorandum was not a simple hoax".

What is the Budapest Memorandum

Memorandum on Security Guarantees in Connection with Ukraine's Accession to the Treaty on the Non-Proliferation of Nuclear Weapons (Budapest Memorandum) is an international agreement concluded on December 5, 1994 between Ukraine, Russia, Great Britain and the United States on Ukraine's safeguards status. On the same day, Ukraine acceded to the Treaty on the Non-Proliferation of Nuclear Weapons.
