Putin decided to attack Ukraine - Biden
For the second time last week, US President Joe Biden addressed the nation, commenting on the situation in Ukraine amid Russian aggression and the build-up of Russian troops on Ukraine's borders.
The president's speech was broadcast on the White House website.
Before addressing Ukraine, Biden held telephone talks with the leaders of NATO, the Alliance and the European Union.
According to Biden, Putin is already preparing to attack Ukraine.
"I think he made the decision. I have reason to say so. There is enough information from intelligence", - Biden said.

The President of the United States noted that he still does not lose optimism, and noted that Russia has a choice: to go diplomatically or militarily.
He added that in the event of a full-scale Russian attack on Ukraine before the meeting between Blinken and Lavrov, Russia automatically closes its doors to diplomacy.
The American president stressed that he was completely dissatisfied with the actions of Ukrainian President Volodymyr Zelensky.
"I have spoken to Zelensky ten times already. I do not consider the decision to go to the Munich Conference wise. But it's up to him", - he said.
The American leader did not miss the topic of evacuation, which began in Donbass. According to him, the Russian population is receiving more and more misinformation, including statements from the territories not under Kyiv's control that the Armed Forces is allegedly planning an offensive.
Biden reiterated that the United States would not send troops to Ukraine.
"We will not send our troops to the war in Ukraine, but we will provide support to its people", - the US leader stated.
At the same time, the US President stressed that there was no evidence that Ukraine was preparing an attack on Donbass.
"This contradicts the logic: to believe that the Ukrainians will choose (for the attack) a moment when 150,000 troops are gathered around their borders to escalate the long-running conflict", - Biden said.
He believes that this is exactly the same false excuse of Russia to attack Ukraine.
