On February 16, President Volodymyr Zelensky approved the National Security Strategy of Ukraine, which was previously approved by the National Security and Defense Council. The document defines Russia and its actions as a "threat to Ukraine's state security."

The relevant decree is posted on the website of the President's Office.

The strategy of ensuring state security of the National Security and Defense Council was approved at a meeting on December 30, 2021. The document is designed for the period up to 2025 and defines "real and potential threats to Ukraine's state security" and policy in this area.

The bloc directly mentions threats to Ukraine's state security - Russia and its occupation administrations, as well as "individual foreign states", low welfare, "oligarchic circles", international terrorism and more.

"The Russian Federation continues the hybrid war to systematically pursue its strategic goals in Ukraine, including compromising its statehood, systematically using political, economic, informational, psychological and other means, and cyber attacks", - was noted in the Strategy.

In March 2021, Volodymyr Zelensky launched the Military Security Strategy of Ukraine, aimed at implementing state policy in the field of defense and identifying ways to implement priorities in the military, defense and military construction.

And in December 2021, the Information Security Strategy came into force, which among the global challenges and threats to information security is mentioned in particular "the information policy of the Russian Federation".
