"I appeal to the Commissioner for Human Rights in Russia Tatiana Moskalkova to immediately ensure the restoration of Teymur Abdullayev's rights: to bring the conditions of detention in line with the Minimum Rules for the Treatment of Prisoners, and to clarify the legality of detention", - the ombudsman said.

What is known

  • From the beginning of March 2020 to June 2021, Teymur Abdullayev was kept in the penal colony almost all the time. In August 2020, he was briefly transferred to a cell with harsh conditions, and in November-December he was quarantined due to COVID-19. Abdullayev will spend the rest of the hour in a pre-trial detention center.
  • In February-March 2021, he began a hypertensive crisis, in connection with which he spent some time in jail. In the summer, after the end of his term in the pre-trial detention center, Teimur Abdullayev was sent to a detachment with harsh conditions for some time. But later he was sent back to the pre-trial detention center.
  • Crimean Teymur Abdullayev was sentenced to 16.5 years in prison and 1 year and 4 months of administrative supervision, and his brother Uzeyir Abdullayev was sentenced to 12.5 years in prison. Both are held in the colonies of Salavat (Bashkortostan), near VK-2 and VK-16, respectively. Memorial has recognized all those convicted in the first Simferopol case of Hizb ut-Tahrir as political prisoners.
  • In November 2020, Teymur Abdullayev's mother asked Ukrainian President Volodymyr Zelensky and Russian President Volodymyr Putin to take personal control of the situation with her son and take all possible measures to provide him with medical care. The mother fears that her son may die in a pre-trial detention center without medical assistance.
