The Cabinet of Ministers of Ukraine has withdrawn a draft law on the transition period previously submitted to the Verkhovna Rada, which provided for the rules of reintegration of the temporarily occupied territories. The government believes that it is premature and needs to be finalized.

The chairperson of the majority in the parliament, David Arakhamiya, stated it at a briefing after a meeting of the faction “Servant of the People” on January 24, Interfax-Ukraine reports.

According to Arakhamia, the document should be finalized, considering the negotiations in the Normandy format.

“The Cabinet of Ministers has withdrawn the draft law on the transition period in Donbas according to the letter that I sent from our faction - it does not really agree with our Normandy format. I asked them to take it back for revision. Perhaps there will be certain agreements that will be necessary to be implemented as bills. It was a premature bill, which is why it was withdrawn”, - he said.

The head of the Office of the President of Ukraine, Andriy Yermak, stated that the withdrawal of the bill “On the Fundamentals of State Policy in Transition” in the occupied territories is not related to the negotiations in the Normandy format.

“I would like to dispel some fakes that have appeared in the Ukrainian media. First, it is alleged that Ukraine was forced to accept some demand from someone to withdraw the bill on the foundations of state policy in transition. I can say that this government accepts only the demands of the Ukrainian people: the main demand of Ukrainian society today is to do everything to avoid escalation, and we are working on it 24/7. There were no preconditions for holding the meeting in the Normandy format", - Yermak stressed.

What is known

  • The Government Draft Law, № 5844 “On the Principles of State Policy in Transition”, was registered in the Verkhovna Rada in early August 2021. However, for six months, it never got on the agenda. The draft law was to define the rules for the reintegration of the temporarily occupied territories.
  • In October 2021, the document received some critical remarks from the Venice Commission. It also lacks support among MPs.
