EU launches cyber defence exercises amid massive cyberattacks on Ukrainian government websites

The European Union began testing its cyber-defence responsiveness with a simulated attack on a fictitious Finnish energy company. The simulation of the cyberattack was part of six-week EU exercises. The start of the cyber exercise came the same day Ukraine fell victim to an actual massive attack that shut down around 70 government websites. 

Bloomberg diplomatic sources reported it.  

The tests are expected to conclude during a meeting of EU foreign ministers at the end of February. 

"The Finnish attack is part of a six-week exercise to stress-test Europe’s resilience, strengthen preparedness and cooperation among member states, and improve the effectiveness of a joint response", - the message says.

What is known

  • This week, EU High Representative for Foreign Policy Josep Borrell, warned the bloc’s defence ministers this week about the need to bolster the cyber capacities.
  • The European Union strongly condemns the cyber attack on Ukraine that hit government websites on 14 January.
  • On the night of January 13-14, hackers attacked government websites. At around 8 a.m., the Diia portal was temporarily unavailable. At 10 a.m., the work of most of the attacked state resources had been resumed.
  • The results of a study by the Center for Strategic Communications and Information Security show that the Russian Federation attacked government websites.
