Execution of decisions on the liquidation of the International Memorial and the Memorial Human Rights Center must be suspended pending the ruling of the European Court of Human Rights on complaint 9988/13.

This is the first complaint against the law on "foreign agents" filed by eleven Russian NGOs in 2012. The International Memorial and the Memorial Human Rights Center were among the complainants.

What is known

  • On November 21, 2012, amendments to the law on non-profit organizations came into force in Russia, according to which some NGOs will receive the status of "foreign agent". NGOs engaged in "political activity" and receiving foreign funding must register in the new status. According to the law, such organizations face criminal liability for refusing to take "foreign agent" status.
  • The law, proposed by United Russia, was hastily passed at the end of the spring session of the Russian parliament and signed by Russian President Vladimir Putin on July 20, 2012.
  • Several Russian NGOs have said they intend to boycott the law and will appeal to the European Court of Human Rights in the event of sanctions.
