According to a nationwide poll “Government, Society, Media: Who Do Ukrainians Think Can Cope with the Armed Conflict”, 84.5% of Ukrainians believe that the occupation of Crimea and the war in Donbas - are part of the same armed conflict with Russia.

The Office of the President of Ukraine reported it.

“The head of the Kharkiv Institute for Social Research Denis Kobzin said that, according to the survey, 80.7% of Ukrainians believe that there is an armed conflict with Russia in Ukraine. 84.5% of respondents are certain that the occupation of Crimea and the conflict in ORDLO is part of an armed conflict with Russia", - the statement said.

Citizens in all regions of Ukraine know well that an international armed conflict is taking place in Crimea and Donbas caused by Russian aggression.

According to Anton Korynevych, the President’s representative in the Autonomous Republic of Crimea, the results of the research are important for the working group on the reintegration of the temporarily occupied territories and in the context of developing a model of the National Concept of Transitional Justice.

"It is important for us that Ukrainians in all regions are clearly aware that we have a single international armed conflict in Crimea and Donbas, which is caused by the armed aggression of the Russian Federation", - he said.

The official also added that a significant proportion of Ukrainians are optimistic about regaining control of the temporarily occupied territories.

"This gives us the impetus to continue working and to look with optimism at the new platforms and new initiatives that are being introduced in Ukraine, in particular the Crimean Platform initiative", - Korynevych stressed.

In addition, almost half of the respondents see residents of Crimea and ORDLO as victims of the conflict who need the full support of Ukraine.

According to Alyona Luneva, a manager at the ZMINA Human Rights Center, some issues need to be clarified.

For example, 35% of respondents consider it necessary to introduce criminal liability for conscription in the ORDLO and occupied Crimea, although Ukraine qualifies conscription as a war crime.

The head of the UNDP project Human Rights for Ukraine, Svitlana Kolyshko, noted that the survey showed awareness, interest, and indifference of Ukrainians to these issues, and the results are important for the development of systemic policy.

What is known

  • During the survey, 10,000 respondents were interviewed face-to-face. 400 respondents were interviewed in each oblast and Kyiv city. The sample represents the adult population of Ukraine aged 18 and older. The statistical error does not exceed 1% for Ukraine as a whole and 5% for each region of Ukraine.
