More migrants do not want to return to Crimea and Donbass after de-occupation

On September 23, the International Organization for the Migration of Ukrainian Immigrants estimated that 39% of internally displaced persons (IDPs) surveyed were reluctant to return home even after the de-occupation of Ukrainian territories. On the other hand, only 19% of respondents intend to return home.

The results of the survey conducted in April-June 2020 among 6,100 IDPs by telephone were published on the IOM website.

The share of IDPs who chose the answer "difficult to answer" was 25%.

Also, 20% of respondents said they had already returned to the occupied territories. Most of them were elderly people with incomes below 3,000 hryvnias.

Among those who intend to return to their place of residence: 1% are ready to do so in the near future, 19% - after the end of the conflict, 15% - are likely to return in the future.

It is noted that exactly half of the migrants consider themselves integrated into the new local community, 39% - partially integrated.

In addition, 46% of IDPs said that they had a job, but their average income per family member was UAH 3,350, which is 26% lower than the actual subsistence level calculated by the Ministry of Social Policy.

"The main problems for migrants, according to the survey, are the lack of their own housing, the inability to return to their place of permanent residence and unemployment", - the statement said.

What is known

  • Because of COVID-19, about a quarter of internally displaced persons were forced to go on voluntary leave  at their own expense. At the same time, among the total population of Ukraine, this figure reached 15-17%.
  • On September 18, the Cabinet of Ministers of Ukraine approved a resolution introducing a digital certificate of registration of an internally displaced person (IDP). The IDP e-certificate can be submitted at the place of application without its additional paper counterpart.
  • As of September 14, 2020, according to the Unified Information Database on Internally Displaced Persons, 1,456,419 migrants from the temporarily occupied territories of Donetsk and Lugansk oblasts and the Autonomous Republic of Crimea have been registered.
