"Recommended to eat chocolate". How NOT to treat Crimean Tatars in Russian prisons

Two participants in the second Simferopol "Hizb ut-Tahrir case" were rushed to hospital in mid-June. Dzhemil Gafarov and Servet Gaziev were taken to the Rostov Interregional Tuberculosis Hospital №19. This hospital stated that despite the constant abdominal pain, Servet Gaziev is healthy. But Dzhemil Gafarov was left under medical supervision. While in the hospital, he participated in a pre-trial hearing by videoconference. Lawyers have repeatedly stated the need for a professional and thorough medical examination.

Crimean Tatars Servet Gaziev and Dzhemil Gafarov were detained in one day - March 27, 2019, in the Crimea in the Simferopol region. Gafarov is 59 years old and Gaziev is 60. They have been accused of involvement in the banned religious organization Hizb ut-Tahrir in the Russian Federation. This organization operates legally in Ukraine, but after the occupation of the peninsula, the Russian authorities in Crimea began to actively persecute Crimean Tatars and Muslims for their involvement in this organization. A number of Ukrainian and international human rights activists call such persecutions politically motivated and arrested and convicted people Ukrainian prisoners of the Kremlin. Both Crimean Tatars, Gaziev and Gafarov, had health problems before their arrest. Dzhemil Gafarov had the third disability group, which was changed to the second in the pre-trial detention centre. Nevertheless, each time a pre-trial measure was imposed on him, neither the Crimean nor the Rostov courts ever decided to keep him under house arrest. For more than two years, a person with group II disability has been in the torture chambers of the remand prison.

According to Servet Gaziev's sister, Svetlana Ablyamitova, her brother was due to undergo a full course of examination in April 2019, but in late March he was arrested:

"I just enrolled him in early April for a full medical examination, he had stomach problems before. On March 27, I called him all day to remind him to see a doctor. Nobody picked up the phone. But later I learned that my brother was taken away from the news. " Now the only way to determine Gaziev's health is to diagnose him "by eye," says Svitlana. Gaziev was called an ambulance five times to the courtroom. One day, doctors determined that he needed bed rest, but the trial was not postponed, he participated in the hearing lying on the dock. Another time, doctors diagnosed him with gout, in addition to stomach disease and medical problems with blood pressure, Gaziev still has leg disease.

"The deputy head of the sanitary unit did not fulfil his promise" - Ayder Azamatov

Gaziev's lawyer, Ayder Azamatov, says that after he was taken to the hospital, his client's blood was taken and sent back to the pre-trial detention centre, accusing him of simulating: "what needed to be done: a complete examination with tests, swallowing a probe, etc. was not done. In general, in my subjective opinion, Gaziev did not have medical documents. And given the fact that he is accused of such a serious crime, he was not examined. I think that somewhere on the sidelines of the doctor who examined him, they said that he was a man from a pre-trial detention centre, he had a huge term, he pretended, and so on. Because in my practice there was already a situation with Asan Chapukh, who was taken out, taken to offices, visually inspected and returned to the pre-trial detention centre. " The lawyer says that the deputy head of the medical unit № 61 promised him that his client would be taken out and examined properly, having done all the necessary medical procedures, but he did not fulfil his promise. Azamatov says that another person involved in the case, Dzhemil Gafarov, was left in hospital for a full examination: “I think it was influenced by the fact that Gafarov's lawyer, my colleague Refat Yakhin, had repeatedly sued the medical unit of the pre-trial detention centre. Therefore, it was easier for them to leave Gafarov for a full examination. It turns out that in order to achieve a normal medical examination and treatment for a person, you need to go to court? So we will sue. " Now, Ayder Azamatov is preparing an administrative lawsuit against the Medical and Sanitary Unit №61 of the Ministry of Internal Affairs of Russia in the Rostov region for failing to provide medical care to his client.

The arrested Dzhemil Gafarov is still in the prison hospital. He has a number of diseases, including chronic renal failure, hypertension and has a group II disability. According to his lawyer, Rifat Yakhin, Dzhemilev has recently been writing statements to the head of the pre-trial detention centre about the need for his urgent hospitalization almost daily. "Even during Gafarov's stay in the hospital, doctors can't stabilize his low blood pressure. This, by the way, also speaks of their competence and professionalism. As a result, my client was advised to eat chocolate. To which Gafarov asked the right question, where can he get this chocolate? ” The last transfer, which was collected by relatives, was not handed over to Gafarov in the prison hospital. Given the diagnoses of Dzhemil Gafarov, he needs to consult a neurologist, who is not on the staff of the prison hospital where he is. The lawyer says that during this time, his client underwent a complete ultrasound and several tests. Necessary for his client's diet, the hospital does not follow. "Again, he is given pork, which he cannot eat according to the canons of Islam, and the programs that he now so desperately needs for his illnesses are transmitted once or twice a week. With a number of diseases that Gafarov has, he needs them not twice a week but were needed yesterday. If the hospital can not follow the basic conditions of dietary nutrition.

According to the lawyer, according to the head of the department where Dzhemil Gafarov is now, he said that his two indicators are not normal, they are critically high. The court hearings are, in fact, postponed indefinitely while Cemil Gafarov is in hospital. Without his personal presence, the evidence presented in court cannot be examined.
