The Verkhovna Rada appealed to the UN, the European Commission, the European Parliament, the PACE, the OSCE PA, NATO PA, governments and parliaments of the world not to recognize the independence of self-proclaimed entities in the temporarily occupied territories of Donetsk and Luhansk regions.

The 331 out of 369 people's deputies registered in the session hall voted for the resolution.

According to the text of the document, the Verkhovna Rada strongly condemns any attempts by Russia to recognize the independence of the self-proclaimed "Luhansk People's Republic" and "Donetsk People's Republic". Thus, the Ukrainian parliament calls on the international community not to recognize possible decisions of the Russian Federation concerning the independence of these entities.

An hour later, the Russian State Duma asked President Vladimir Putin to recognize the self-proclaimed DNR and LNR.

The 351 deputies of the State Duma adopted a resolution to appeal to Russian President Vladimir Putin "on the need to recognize the Donetsk People's Republic and the Luhansk People's Republic".

"The State Duma of the Federal Assembly of the Russian Federation appeals to you, dear Vladimir Vladimirovich, to consider the issue of recognition by the Russian Federation of the Donetsk People's Republic and the Luhansk People's Republic as independent, sovereign and independent states, and the issue of and the Luhansk People's Republic in order to create a legal basis for interstate relations that ensures the regulation of all aspects of cooperation and mutual assistance, including security issues", - was informed in the statement.

According to Russian State Duma deputy Vyacheslav Makarov (United Russia), 773,000 Russian passports have been issued in the ORDLO.

"There are already 773,000 of our compatriots in the Donetsk and Luhansk People's Republics, and Russia must protect them", - Makarov said.

Now the Duma deputies consider the recognition of the self-proclaimed "Donetsk and Luhansk People's Republics" "justified and morally justified".

"In recent years, democratic bodies and states with all the attributes of legitimate power have been built in the republics on the basis of the people's will", - was stated in the statement ot the Putin.

Recognition of them, according to the Russian parliament, will ensure security and protection of the population from external threats and "implementation of the policy of genocide against the people of the republics", as well as "start the process of international recognition of both states".

By a similar decision, the State Duma continued the policy of blackmail by the Russian Federation and demands that Kyiv make political concessions.

"The State Duma has given Putin ammunition for his further actions against Ukraine," MP Ivanna Klympush-Tsintsadze commented.

The Ukrainian side stated that if Russia recognizes the so-called "LDPR", it will mean its withdrawal from the Minsk agreements.

This was emphasized by Foreign Minister Dmytro Kuleba during a briefing. He added that Ukraine has repeatedly voiced this position to its allies.

"On the possible recognition by the Russian Duma of the so-called" LDNR ". I would like to remind you once again of Ukraine's unchanging position: if a decision is made to recognize Russia, it will de facto and de jure withdraw from the Minsk agreements with all the attendant consequences. We have already warned our partners about this position", - Kuleba said.

Ukrainian Foreign Ministry spokesman Oleh Nikolenko said that the recognition of "L / DNR" would have no legal consequences.

"Russia will not be able to pass off the Russian occupation administration in the temporarily occupied territories of Luhansk and Donetsk oblasts as 'independent entities', nor will it hide its involvement as a party to the armed conflict in Donbas", - he said.

Nikolenko added that the Russian president's support for the Russian State Duma's resolution would have far-reaching devastating consequences for international law and order and the global security architecture.

"Russia has a choice: either to follow the path of de-escalation and diplomatic dialogue, or to feel the decisive consolidated response of the international community", - Oleg Nikolenko said.

On the eve of the State Duma vote, Mikhail Podoliak, an adviser to the head of the President's Office, also he stated that any decision to recognize the L / DNR would mean Russia's rejection of the Minsk agreements.

"Of course, Russia's withdrawal from the Minsk agreements and any political and legal steps in favor of the occupying structures must be immediately assessed and reacted to by the democratic community. Disrespect for the German side as a member of the Normandy format, expressed by the State Duma of Russia, is also significant. This decision was voted on when Chancellor Scholz was in Moscow. We can only regret that Moscow has taken this escalating action, which only complicates the situation in Europe", - he said.

In his opinion, "even the very question of Russia's recognition of the occupation structures in the ORDLO is a step towards the destruction of the Minsk documents".

"If Russia approves the de jure and de facto decision to withdraw from the Minsk agreements, it finally proves that the Russian side is responsible for the lack of significant progress in the negotiation process to end the war in Donbass," said Mikhail Podoliak, adviser to the President's Office.
