New UN General Assembly resolution adopted: What’s new in it about Crimea and what it affects

On December 17, the United Nations General Assembly adopted an enhanced resolution on human rights in occupied Crimea. The Ministry of Foreign Affairs of Ukraine stated this in a statement. The resolution calls on UN member states to strengthen cooperation within the Crimean Platform. According to Ukrainian Foreign Minister Dmytro Kuleba, the document became the sixth consecutive UN General Assembly resolution on human rights issues in occupied Crimea and the eleventh in the international response to Russia’s illegal occupation of the Ukrainian peninsula.

It was discussed in the “Topic of the Day” with Lyudmila Korotkykh - manager of the Crimean Tatar Resource Center.

Lyudmila Korotkykh noted that the resolution contains both very traditional provisions and additional facts, new provisions. It covers a wide range of issues.

“It clearly says that the Russian Federation, as an occupying state, bears full responsibility for the humanitarian component on the peninsula and, in particular, for providing water to the civilian population. It is an excellent result of the hard work of the state and public organizations. The resolution also mentions the Crimean Platform. Of course, the Crimean Tatars are mentioned, they are recognized as indigenous people, and traditionally the resolution contains a requirement for the Russian Federation to resume the activities of the Mejlis of the Crimean Tatar people on the territory of the peninsula”, - Korotkykh said.

She added that this resolution is extremely important when we talk about the current system of international relations:

“The General Assembly is the most influential body, and the adoption of such a document by this body is very important in the context of supporting the policy of non-recognition of the temporary occupation of the peninsula. It shows that all the attempts of the Russian Federation to legitimize the annexation are unsuccessful. The civilized world supports Ukraine“.

As for those countries that supported the resolution, abstained, or voted against it, then, according to the manager, the list of such countries is approximately the same from year to year. She added that Russia is investing a lot of resources, including financial ones, to ensure the level of voting in their favour.

Ukraine should carry out its work not with the countries that abstained or did not vote at all but with those who support us.

 The manager of the CRC also spoke about racial discrimination in Crimea during 2021:

“The case at school, when a teacher told her students that Crimean Tatars were traitors.The incident at the Bakhchisaray school, the beating of a Crimean Tatar girl, and other cases - were recorded by our organization and other organizations throughout the year. Therefore, we can talk about increasing pressure about escalating the situation. All this is happening amid the continuing mass arrests, searches in the homes of Crimean Tatars in the vast majority. Mass arrests take place, and Crimean Tatars who come to support political prisoners under the courthouse are found guilty of administrative violations. Therefore, this whole situation shows that the pressure is increasing. However, this is done for one reason - and all this is a manifestation of discrimination".

She also mentioned the consequences of the changes in the law of the Russian Federation "On the protection of the population and territories from natural and man-made emergencies":

"Any changes to the legislation of the Russian Federation will have consequences for Crimea, as the Russian Federation illegally extends its own legislation to this territory and this law is no exception. Concerning the issue of emergencies or possible emergencies, as stated in the said law, of course, such a threat exists, and it is quite real. If we recall July, when flooding occurred in Crimea, when there was a flood in Yalta - this is not something mythical, this is what can really happen although the possibility of an emergency is very alarming, because there are many zones on the territory of Crimea that can be classified or defined as zones of a possible emergency or a possible natural disaster”.
