Lawyer Edem Semedlyaev was first detained on October 25 right in the building of the district police department in the city of Simferopol on Futbolistiv Street. He arrived there to provide legal assistance to detained civilian journalist Zidane Adzhekilyamov. Zidane worked under the Military Garrison Court in Simferopol, where an appeal against the verdict of the Red Guard "Hizb ut-Tahrir case" was expected.

Edem Semedlyaev arrived at the Central District Department of Internal Affairs to provide legal assistance to people detained during the day near the Crimean Garrison Military Court in Simferopol on October 25. In the process of providing assistance, the staff of the "E" center demanded that Edem Semedlyaev's client go with them to draw up a report. Semedlyaev pointed out to them that this man had a lawyer, but the staff began to put pressure on Adzhikelyamov. After that, Edem Semedlyaev said that he intends to record the illegal actions of employees. To which the operative officer Ruslan Shambazov said that he forbids taking photos and videos. Edem Semedlyaev explained that he did not take any photos or videos and was not going to conduct them, it was only an audio recording. After that Shambazov detained Semedlyaev, took him to a separate room. During the selection of explanations, Shambazov, inviting two people and another police officer, demanded that lawyer Edem Semedlyaev undress. Semedlyaev explained that he would not do that, but he took off his outerwear and put everything out of his pockets. Edem Semedlyaev was charged with two administrative charges, both for "disobeying the police". Russian police initially accused him of taking photos and videos of the police station, and later demanded that the lawyer undress to check for "extremist tattoos" on his body. In his address to the Crimean Bar Association, he stated that such a practice "is aimed at humiliating the authority of the bar." On the night of October 25-26, the lawyer spent the night in a temporary detention facility in the city of Sudak, and all 21 people detained the day before also spent the night in the detention center.

The next day a court hearing was expected, including on two minutes of Semelyaev. However, in the evening of October 26, in the evening, it became known that both protocols drawn up against Edem Semedlyaev had been returned by the court to the police for revision at the stage of inspection. "It happened because of numerous violations committed during its compilation. The judge described very clearly and in detail what violations were committed by the police officer during the drawing up of the report. These included the violations he personally pointed out when providing legal assistance to his colleague. That is, it means that the quality of compilation and consideration of materials and the quality of the involvement of the person, I evaluate just two. This ruthless attitude of police officers to their work leaves much to be desired. Because it is impossible to draw up an administrative protocol just like that, ”lawyer Ayder Azamatov commented at the time. Semedlyaev's colleagues, like himself, were convinced that the protocols returned for revision would not reach the court a second time. On November 12, 2021, he was summoned to Center E. A retrial took place on the same day. As a result, Edem Semedlyaev's lawyer was arrested for 12 days by the Central District Court of Simferopol under Article 19.3 of the Administrative Code for refusing to stop open audio recording at the request of the head of department "E" Ruslan Shambazov. Later, the Simferopol court imposed on Semedlyaev's lawyer an administrative fine of 4,000 rubles under the second protocol 19.3 of the Administrative Code for refusing to undress at the request of a CPE employee. The court panel found Edem Semedlyaev guilty of the second offense under the article on disobedience to lawful demands of a police officer.

On November 23, Semedlyaev was released from a temporary detention center. His colleague, Emil Kurbedinov, who visited him in the detention center several times, stressed that his colleague was in the detention center to detain people who had committed a crime under a criminal article. Despite the fact that the lawyer was convicted administratively. A few minutes before the lawyer left the detention center, Russian security forces began to detain people who came to meet the "People's Defender", under which name a flash mob was held on social networks in support of the lawyer. People published their photos with Semedlyaev on the pages. As a result, 31 people were detained, including four civilian journalists and ten women, three of whom remained overnight in a temporary detention facility. The next court hearings over the detainees are expected on November 24. A few hours after his release, Semedlyaev returned to the police station: he explained that he would provide legal assistance to people who had been detained earlier.
